Background of the study:
Public expenditure plays a crucial role in shaping human capital development, particularly through investments in education and health. In Lagos State, significant government spending on educational reforms has been directed at enhancing the quality of human capital by improving access to learning facilities, teacher training, and curriculum development. This study investigates how public expenditure has contributed to human capital development by analyzing the outcomes of educational reforms. Investments in education are widely recognized as pivotal for economic growth and social development, as they lead to improved productivity and innovation (Udo, 2023). However, challenges such as budget misallocation, infrastructural deficits, and administrative inefficiencies often compromise the intended benefits of these investments (Emeka, 2024). The study critically examines the relationship between public spending and human capital outcomes in Lagos State, emphasizing the need for effective resource management and accountability.
